Create universal order management rules that are predefined template that can be used to quickly setup order rules, but still have flexibility to be changed if needed.

Ideally have a pre-defined rule that could be selected that would convert upper(shiptostate) = 'MISSOURI' then 'MO', etc. for all 50 states. Could expand out or have separate ones for providences etc. as well.
