Currently, advanced restrictions logic is applied after data is pulled from carriers, not before. Client wants to be able to apply this logic before this happens in order to exclude Small Parcel carriers vs LTL carriers upon Rate Shopping (not using Skip rate shopping failures).

We have made an update so that the lines with "ALL" services are evaluated before the order is processed. This same logic cannot be applied to service-specific restrictions, as we do not know the carrier's returned service until after the rate shop call has been made.
