Change to Tech Ship's management of Carriers (Metro SC UK).

Currently Techships logic to allocate to a carrier does not include routing. We experienced orders failing when the Next Day service was requested (EVRi for example). We use rate shopping groups with multiple carriers. When an order fails we expect that the next best carrier will be selected. Currently this does not happed and the order sits idol.
We have not been able to go live with certain carriers in the UK as a result of this logic not being available. This is now preventing us from growing out our customer base on the platform. We have around 2 million parcels (and growing) that we want to start using through Tech Ship with our customer base in the UK.
